Understanding The Stimulus Package

The American Recovery and Reinvestment Act, signed by President Obama on February 17, 2009, contains $6 billion in grants and loans for drinking water and clean water infrastructure ($2 billion and $4 billion, respectively).

To help you better understand what is, admittedly, a complicated piece of legislation, we’ve compiled a number of relevant documents. We recommend you begin with our Quick Reference Guide which answers common questions in plain language, dispels myths about the bill and contains a handy guide to finding the American-made products you need to get your job done within the letter of the law.

In addition to the Quick Reference Guide, you can also download Rules & Regulations surrounding the bill, a memo from the Office of Management and Budget regarding implementation guidelines, EPA Guidance on the "Buy American" provisions of the bill and a break out of how the funds are allocated on a per-state basis.
